new passive shutdown/connection control

We recently upgraded from 2000 to 2007. When a user switches from Form to
Datasheet & then back, the "Save changes to Design View" message pops up upon
closing, even though changes were only made in Datasheet. And until the user
closes out, no other user can get in because the database has been placed in
a state. The help note references a "new passive shutdown/connection
control." Is there any way to modify this?
