new Project Workspace site use correct List

-I have edit the Site list "project documents" to do all that I want it to
thinking that all subsequent project workspace site creations was use that
config for their "project documents list", that is not the case, so:

a.) how do I set all new project workspace sites create their "project
workspace" lists based on a template for the list that I have create

OR

b.) must I create a template for the whole project workspace site with the
correct list settings and make sure it is used when new project workspaces
are created
