New projects can't be accessed until check in.

I have been observing that when a new project is saved in Project Server it stays in "check out" for the user. With that, the user cannot edit the project, until Project Server administrator gives a "check in" in the project.

Does anybody have some idea ?

When a user creates an enterprise project and saves it in the Project Server
database, the project is listed as "checked out" until the user actually
closes the project, at which time the project is listed as "checked in."
When a project is checked out, only the person who has the project open can
actually work with the project on Read/Write mode. The best anyone else can
do is open is in Read-Only mode.

If your people are having consistent problems with projects remaining in
checked out state after they have closed the project, you might ask your
people to close their projects using the File - Close method rather than
clicking the Close (X) button in the upper right corner of the project. If
you still have problems after your people close projects using File - Close,
then this could be a sign of other problems with your system. Hope this
