New Question option does not work many times

Actually this question relates to this web site functioning in general and
not just to Office.
When I press the 'New' tab and then 'New Question' button, nothing happens.
Red Star briefly appears on the 'hand' symbol. I have 'allowed pop-ups' for
this site. So there should not ba a problem of 'blocking'. What is surprising
is that when I repeatedly press the 'New Question' tab for 6 or 7 times, it
works at random. This the way I am able to write this very questin - by
keeping on pressing the tab. I have checked the icons on the tool bar. It
(this New Question Window) is also not there.

You will get a far better "experience" by dumping the horrible web interface
and using a proper news reader instead. You already have one on your
machine - Outlook Express prior to Windows Vista and Windows Mail and News
in Vista.

Windows mail and News is horribly similar....)
