Newbie help!!

Hi,
This is my first time setting up the security feature.
The database I've created is on a network, and I need to
set it up where nobody else, but one other person and
myself, can modify the design. I've tried using the
security wizard, but it just seems like I can't get it to
work right. I would like it where everyone can use it,
just not change the design. Could anyone give me some
help on how to do this?
