Newbie: MS Access Security FAQ question

Hello.

I am totally new to Access security. I am reading the MS Access Security
FAQ
(http://support.microsoft.com/default.aspx?scid=/support/access/conten
t%2Fsecfaq.asp) and point 10 says something about importing all objects into
a new database because there is a bug in MS Access wrt Open/Run permissions,
and that this should be done early before we start setting up new users and
permissions on objects etc as otherwise we may loose this info.

This may seem like a dumb question, but do I have to secure the new database
first in the same way as I secured my "master" database? And when do I do
the importing? Or how does this work?

The steps I am told to do is (roughly)
a. create the mdw file
b. create a new "master" user in my database and add it to the admin group,
and move the default admin user into the Users group.
c. select the objects to secure in my database, run the wizard to encrypt
the dbase.
d. create new groups as required, and then add users and asign them to these
groups as required

At what stage in the above steps should I do the importing?
Do I need to to repeat steps a and b in the new database, and then import
the items into that and then do steps c and d? Do I have to set the users
up all again? , or do I import between step c and d? If I do it after step
d do I then have to reapply my permissions and restrictions to the users in
my new database?
