newer version needed

I have windows 98. I'm trying to install office 2003. I receive a message
that I need a newer version of windows when I attempt to install office 2003.
Where might I download??? find ??? A newer version without spending alot?

Office 2003 will not load on a Windows 98 machine. There is no place to
'download' Windows XP without purchasing it.
