I am trying to access Newsgroups in Outlook 2003. Microsoft instructs to add
the "NEWS" button to the Go menu. However the "news" button is not available
in the standard toolbars, add buttons, commands, "go" menu. How do I setup
newsgroups in Outlook 2003.

To get the News command back, go back to the Programs tab in Control Panel |
Internet Options and change the default newsreader to Outlook Express. If
OE prompts you to make it your default newsreader the next time you launch
it, click the "Don't ask me again" box and then click the No button.

You may need to reset the menu or toolbar using Tools, customize.

Outlook doesn't do newsgroups. It actually uses Windows' Outlook Express to
show Newsgroups. Not sure why you don't see the Go, News option.

You can get an add on that will do newsgroups and RSS in Outlook:
newsgator.com
