is it possible to creat news letters in Microsoft page , that will be in HTML
format .... and then select a mailing list ( form a csv file ) and sent out

Yes, but not using the std FP forms handler (will only send to 1 predefined address)
You will probably need a database and server side coding (or see if your host support mail lists)
