thinking about purchasing FP2003 and wondering whether, now in the final
quarter of 2004, he might be better advised to wait until FP2005 is
released, or FP2006, or FP2007...

Nothing has been announced yet about the next version. I don't think there
is one expected in 2004 as MS usually tries to release them in the
springtime. Start looking maybe in 2005, I think MS has had their hands full
trying to get Windows XP Service Pack 2 out the door not to mention working
on Longhorn to get another FP planned.
