no accounts dropdown in send button?

The accounts drop down does not appear in the send button

Outlook 2003
Current patches/fixes/SP/etc.
I have multiple POP accounts configured. They have all worked in the past.
Sample messages sent to them are sent/received successfully.

The send button will send email from whatever account is set as default.
With no dropdown I cannot send from other accounts

Any help greatly appreciated.

Do you have BCM installed? What is the build # in help, about?

I am not using BCM.
This is generic Outlook as part of an Office2003 installation.
