No color printing option commercial printing

I have publisher 2000. I'm trying to use the commercial
printing option for "color printing" but there is no menu
option for it. The help screens say the following:

"On the Tools menu, point to Commercial Printing Tools,
and then click Color Printing", etc. But there is no
option for it. I searched the MS knowledge base but the
only thing I found was about a mail-merge conflict... I'm
not doing a mail-merge...

I would appreciate any help anyone could offer....

Hi,

Web publication file does not contain 'Color Printing' option. If you open
Publisher by double clicking any of Web Publication' file you may face this
problem.

The following are the workarounds for this issue:
1. Copy the contents of this drawing to a new drawing and save it as a
Publisher file.
2. Open this drawing in Publisher 2003 and then try the following option:
Convert the file to 'Print Publication' by clicking File-> Convert to Print
Publication.
