No 'Command Tabs' for A2003 MDB in A2007.

I just cannot seem to be able to make the Contextual Command Tabs appear
when I open a MDB created in A2003 in A2007. The ONLY tab is the HOME tab no
matter what object I open.

They are there when I create a new DB in A2007.
