No content when creating a table of content {TOC \O "1-3" }

I am running MS Word 10.1.4 (last update) and I get the following
message when loading a document or creating a table of content in MS
Word:

{TOC \O "1-3" }

The table of content appears to print all the information but it its
content is not editable.

P.S. Please note that links to names in the database are broken as
well).
