No Delivery Notifications are being received

Users noticed that suddenly, they are not receiving Delivery Notifications.
Each user has Outlook Setup on Microsoft Exchange. They have a POP3 account
set up. When they send e-mail to other users in our organization, they do
not receive a delivery notifications. When they send to other users, they do
receive one.

Is there anything I can check in Exchange that would be preventing the
Delivery Notification from being received? Thanks
