No dial tone when phone line is plugged in

I am in an office building with a multi-line phone system. I would like to
fax from my desk. However, when I unplug one of the phones, and then plug
that line in to my tower, the fax program says it can not detect a dial tone.
(I tried having it dial 9). Any suggestions?

This is a Microsoft Access newsgroup. We help with questions about Access
databases.

You do know that most business phones that are used with a pbx system are
not compatible with a standard phone, right? You could not take your home
phone (or a computer modem) and plug it into most office phone jacks. You
would need a a dedicated outside line phone jack.
