no handwriting recognition button in Language Bar, only drawing tool

Yup

I would like to be able to use the handwriting recognition tool
through the Language Bar. However, I do not get a Handwriting
Recognition button in the bar, only a Drawing Pad button. When I draw,
no character recognition takes place.

I am running Windows 98 and Office XP. I have Japanese Language
Support and the Global IME for Office XP (Japanese) installed. I have
also installed the Handwriting Recognition (under Alternative Inputs
in the Office XP installation setup). Furthermore, handwriting
recognition is shown under Japanese in Control Panel -> Text Services.

What can I do to fix it? Does handwriting recognition work in Windows
98?
