No Import Text Wizard (Access 2002)

I recently discovered the means of importing text or spreadsheets thru the
help section but as mentioned in the help a Import Text Wizard has to open
as soon as the file which is being imported is chosen but this does not
happen in this case. After a while it just shows the import is done. I have
removed and installed Access but this did not solve the problem.

Please Help
