No install local cache on custom install.

I'm creating a custom admin install of Outlook 2003 & I can't seem to get
the local install cache to save to the client. I run the setup from a batch
file that contains this line...

"\\netadmin\apps\Office\Outlook 2003\setup.exe"
TRANSFORMS="\\netadmin\apps\Office\Outlook 2003\SetupMobile.MST" /qb+
/settings "\\netadmin\apps\Office\Outlook 2003\FILES\SETUP\SetupMobile.INI"

The SetupMobile.INI contains these entries about the cache...

CDCACHE=2
;LOCALCACHEDRIVE=C:\
;DELETABLECACHE=1
;PURGE=0



Any ideas on what I'm doing wrong here???
