No News reader in outlook

I had installed the 'NEWS' button under the 'GO' tab in Outlook 2003 but it
doesn't show up there or anywhere else.
Trying to install it a second time I find that the button is not available
from the Add and Remove Buttons/Customize/Go categories.
When I first installed the command I verified that it was under 'Go' tab.
How do I get the News command to stick?

Start internet explorer.
-Tools
-Internet options
-Programs
-Newsgroups - Outlook Express.
OK

Then the news button is available in Add and Remove Buttons/Customize/Go
categori.
