No "Permissions" shown under the File menu in Word 2003 or Excel 2

Microsoft Office 2003 - Student/Teacher Edition
No "Permissions" shown on the File menus in either Word or Excel
My Buddy has the same edition of Office and he has the "Permissions" option
Any ideas how to obtain the "Permissions" option
