No Project Workspace Template

We have upgraded from P2k Server to P2k3 Server and when
we create a subweb the Project Workspace Template is not
applied to the subweb. We must connect to the subweb and
manually apply it. If I go in to the Site Provision
settings the Site Template is blank. There is no option
to Select the Project Server template.

I have Rebuilt this server and attached it to the
database (to fix other problems as well with WSS) and I
have even reran the WSSWiz from the Project CD and the
template does not appear in PWA. It does appear if you
connect to the WSS site <server>/sites/xxx and it can be
applied.

Any suggestions?
