No referential integrity in Project Server DB.

I noticed that the tables in the Project Server database do not have any referential integrity defined. Anyone know why this was done? I'm assuming all relationships in the db are strictly logical and the referential integrity is being enforced by the application - Project Professional or PWA. Is this correct?
