No registration certificate available

I had to completely restore my windows XP operating system. Now I can not
use Microsoft Office (Word, ppt, etc) because I get a pop-up screen asking me
for my Microsoft Certificate of Authority keys, following loading of Windows
Installer. I do not have my original Certificate - never needed it so why
would you keep it?

What do I do to the Office programs to work without a certificate?

You can call Microsoft per the following set of instructions. However since
you've done a complete reformat, you can't do what they tell you to. I guess
it's not necessary to tell you that you should never have reformatted
without making sure you had everything you needed to reinstall the software?
And I guess you now understand why you should keep those keys that say
"Don't Lose This Product Key! You must use it everytime you install this
software. So be sure to store this folder in a safe place." or "Do Not Lose
This CD Case. Should you need to re-install Office XP, refer to the Product
CDs and Product Key located on the Office XP Certificate of Authenticity
located on the back of this CD case."
