No Resources when Assigning Risks and Issues

When I select my Project, then try to assign a resource to, there are no
Project Resources in the drop down list. How do i put my resources in?

LT:

It sounds as though you haven't published tasks yet as the issue and risk
assign to list gets populated by the team members in the project. If this is
the case, you should publish your assignments. If you've already published
assignments, then you should try running synchronization on that specific
site. Admin > Manage Windows SharePoint Services > Manage > Manage
SharePoint sites.

The project is already published and everyone has recieved their task
notifcations via email

There are only 5 names in the risk and issues list and none of them are part
of the selected project except the project manager

I have the same problem as the original listing. I did run the
synchronization. I also checked the user configuration for the users that do
show up on the Risk Owner or Assigned To dropdowns. Still, no success. Can
somebody help?
