"No results available" in FrontPage 2003 Help

I just installed FrontPage 2003 on my computer. I know nothing about
designing a webpage so I thought I would start by reading some basics in the
Help section. The table of contents is there, but every heading that I try
just says "no results available".

The idea here is to help others. If someone else has this problem
someday in the future, your answer will not help them. So why don't you
clue us all in as to what you did to fix it.
