No Ribbon in Publisher 2007

Publisher 2007 opens w/o Ribbon. Menu appears to be that of 2003; however,
Office 2003 was removed from puter. Removed Office 2007 and reinstalled, but
STILL no Ribbon. Ribbon activates in other app(s) in Office 2007.
