No [Send - Receive] Button in Outlook 2003

I have had some issues with my Outlook recently. The last one is that I do
NOT have a [Send - Receive] button on the main Outlook screen.

I have setup a new email account and verified that it is working.

How can I get my [Send - Receive] button back?

Did you try to customize the toolbar and add it back in?

When I go to Customize --> Commands --> Standard I do NOT see a Send -
Receive selection..
