No Tab Stops can be set.

I am running WindowsXP Home with Word 2002.
I have read the Helpfiles and an article by S.Barnhill
and D.Rado, but I still can't set any tab stops on a
selected paragraph.

The Left Tab icon appears in its corner, but clicking on
the ruler has no effect. Clicking on the icon and
attempting to drag it (with or without ALT) has no effect
either- it merely changes the icon to the next in
rotation. I have tried Tools / Options / View /
Formatting Marks/ and both checked & unchecked the Tab
Characters Box, but this refers to the Tab key and is
therefore irrelevant. Where have my tab stops gone,
please?

When you try to set a tab on the ruler bar, are you clicking on the
bottom half of the ruler bar (below the ruler marks, but still in the
white area)? It doesn't work if you click on the upper half of the
ruler bar.

Another way to set a tab is to select a paragraph and click on Format |
Tabs | Tab stop position: <type a number here, like 0.5" or 1"> | Set.
Does this set a tab in the selected paragraph?

Many thanks to "garfield-n-odie". I was not aware until
now that the ruler is, in fact, divided into two
horizontal halves. Both of the methods you describe now
work. I'm afraid my confusion is due to lack of
precision in Help Files and other published information
on this topic. Microsoft please take note. Thanks again.
