No "track changes" balloons on Word v.X?

In Word v.X, is there no way to have "tracked changes" and "inserted
comments" show up as balloons to the right of my text (the way they do in
Word 2004)?

Sorry, no. Comment/Change balloons are a feature added in Word 2004.
