No upgrade option?

My Japanese vendor just told me there is no option to upgrade from Project
Server 2002 to Project Server 2003. Instead I have to pay for the full
license for 195,000JPY (US$1780).

Is this for real?

Considering that there is not a US upgrade version of Project Server, it
would make sense that there is no Japanese upgrade either.
