No Visual Basics

How come Microsoft didn't include Visual Basic.net in
their MS Office Professional 2003 edition? I find this
very strange.

Why would they?
Visual Basic is a seperate software development tool, not an office
application.

Office 2003 does include Visual Basic for Applications. See Office Help.
