No warning for scheduling conflict in public folders - Exch/OLK 20

The subject pretty much states the problem. We are using Outlook 2003 in an
Exchange 2003 environment, and have a number of calendars in our Public
Folders structure representing 'things' that can be scheduled or 'rented'
(i.e. meeting rooms, projectors, etc.). The problem I'm having is that
co-workers do not receive a warning message when they make schedule
conflicts. It seems to happen most often in cases where all day events are
initially scheduled, then later someone schedules a short event. For example,
several months ago, someone from Finance scheduled a meeting room for about a
week (he simply scheduled it as an all day event from the start day to the
end day), for our external auditors. After checking back later, he noticed
that several others scheduled shorter meetings. Is there a way to at least
prompt the user that s/he is creating a conflict? Is there a way to 'block'
an attempt to schedule a conflict?
