No WSUS updates after installing Office/Outlook 2003 from OBS/AIP

I'm installing Office Outlook 2003 from an unpatched OBS/AIP (hereafter AIP).
According to tons of articles like

installation from an AIP (as a non-local-admin user?) is required to be able
to use WSUS to update Office 2003. Somehow this doesn't work! The
installation i tested is run with the next line:
msiexec outl11.msi TRANSFORMS=outl11.mst REBOOT=ReallySuppress
ROOTDRIVE=c:\ /qb! /l* logfile

I tested a few scenarios and this is what i found:
- Outlook 2003 installation as local admin user: WSUS updates applied
- Outlook 2003 installation as a non-local-admin user: no WSUS updates
received.
In the last case, no updates are downloaded in
c:\Windows\SoftwareDistribution/Download.

Has anyone an idea what to do? I could, of course, recache my installation
from a patched AIP, but i prefer WSUS to update the installed Office 2003
elements. The majority of our users do not have local-admin rights, but i
think that's the case in most companies.
