non-empty root folder path error

When I try to add a folder to Outlook 2003< using IMAP, I get an error
message: Unable to create folder or navagate to the folder. You cannot create
or navagate to subfolders of your inbox when you have a non-empty root folder
path.

I am having same problem as Bill3011 on Outlook 2013 on Win 8.1 but don't have the problem on Outlook 2013 on Win 7.
