This a wheel that takes only a few minutes to invent. My best advice to you
is to keep it simple. Create a 2 to 4 tasks in a project plan. Make the
tasks fixed work. Set the duration to a quarter, half-year or year according
to your preference. Assign all your resources to the tasks at either 0% or a
low percentage according to your resource planning scheme. If you have a
very large resource pool, consider making a separate plan for each
department.
