non team member view documents?

Hi all, this compnay has an open document policy... all
developers must be able to see all documents regardless of
whether they are a team member for the document's project.

They are members of other projects in project server.

Has anyone found a way to ensure all subwebs STS Documents
and Issues are open to anyone with overall access but not
members of the particular team?

We handle document and issue access the manual way, it is
more administratively intense, but effective.
We create a Developers Group and a Developers Category. We
add all of the subject projects to the Category and set
the permissions to View Documents and Issues. This allows
everyone in the Group to view the documents in all of the
projects. You do have to synchronize the sub-webs for each
of the projects since these group members still do not
have any tasks in the project.
