Normal.dot (cannot find ny previous question)

My problem is that I want to be able to make changes in normal.dot
when users are working (logged on) in the network.
Previously we had the path in Word(2000) for templates set to
a map in the network. Then when I wanted to make changes to the
normal.dot I got an answer when closing Word: "not possible to save
changes in normal.dot ....".
I changed to set a path to the normal.dot in the alternative "templates for workgroups.."
But still I get the answer "cannot save changes to the normal.dot .." when closing.
Could it be that when I did this some users still were working in word and
I must reset the path for all users to "templates for workgroups " and not
a path to the normal.dot in the alternative "templates" - as we have had until now?

Normal.dot should _not_ be shared among users, especially not shared among
users who are online at the same time. Anything that you would want to do by
sharing normal.dot can be done by other methods.

Thank You.
But could you give me a hint how I should do this:
I want all user´s in the network to have a "special-menue" which they
can click on and thereby open our company-templates. Now I am doing this
through a macro saved in the normal.dot.
It is not good enough to uss "File, new ..." because we want a description
in text what a template is about.
