Normal Template in Word 2008

Should the Normal Template in this version of Word be .dotm or .dotx?

From the Save As window, it looks to me like it should be .dotx but Word
2008, at least mine, creates a .dotm Normal.

It does use .dotx for my "user templates."

Normal MUST be a .dotm, because it is the home for your toolbar
customisations.

A .dotx cannot contain "active" content, including some widgets you could
potentially put on a toolbar.

If you attempt to create Normal as a .dotx, Word won't recognise it.
