Norton and Toolbar positions...

My inbox toolbar has two rows of tools, the Standard Outlook toolbar and the
Norton Antispam Plugin toolbar... I can move the Standard toolbar and next
time I start up Outlook the new Standard toolbar position will be keept. But
if I move the Norton Antispam Plugin toolbar, then next time I start up
Outlook the new position for the Norton Antispam toolbar is lost...

Is this a Norton problem or Outlook problem ?
Anyone know a fix for this ?
