Norton AntiSpam missing from toolbar

Outlook 2003 sometimes will not display Norton AntiSpam buttons in its
toolbar. This happens if I accidentally click on Outlook's icon when it's
already open, which closes the program. Can anyone explain how to remedy
this so that Norton AntiSpam buttons continue to be displayed?
