"not a personal folders file"

I am trying to open an Outlook 2003 PST file. However, each time I
get the message that this file "is not a personal folders file". I
have checked and the file is NOT Read-Only. Also, the Inbox Repair
Tool, scanpst.exe, did not help. Any ideas how to resolve this
problem? Thank you.
