Not able to send issues

Hi, I am using Project2002 w/ Project Server. I have
added new resources to the enterprise resource pool, but
these new resources cannot create new issues in any
projects. Tasks were delegated to them by other
resources. The new resource can view the issues page, but
not create or save issues. A logon screen populates
whenever they try to create, but the system does not
recognize the logon and then pops up a logon error
message. Existing resources have no trouble creating
issues for this project. Thnks.
