Not seeing html mail even though Outlook is set for html mail

I have an Outlook issue with a client that I think should
be intuitive but I cannot figure it out.

Here's the problem:

I've created custom e-mail stationery for a client to use
for advertising mailings. When I send him the message
using the stationery, he sees it correctly (as an html e-
mail). When I step him through installling the
stationery and then creating a new message using the
stationery, it comes up correctly in his new message
window. When he sends a message out ~ for example, to me
and to him ~ I receive the message and it displays
properly in html format. However, when he receives his
copy of the message he sent, it is in all text
format...no html display.

Here's what I've done so far:

1. I've had him go into Tools / Options / Message format
and ensure his default is to send html mail.

2. I've had him go into his own Outlook contact record,
double click on his e-mail address and check to see that
the default way a message is getting sent to him is set
to html mail.

3. I've had him go into Tools / Options/ Internet format
and ensure the html options box is checked and that it is
set to convert to html format under the Outlook Rich Text
options.

What am I missing? This guy is putting a lot of pressure
on me and I'm starting to lose my mind. Either he
doesn't actually have one of these set this way and
thinks he does or I'm overlooking something. Please help
if you can!
