Not sending / receiving but accounts tests OK

Problem with a POP3 account. I have set up the account in Outlook 2003 and
when I click on Test Account Settings I have five green ticks. When I save
the settings and finish, click on Send/Receive and look at progress the
account is not listed and progress just sits there, doing nothing. It will
send but not receive. If I add more (known, valid) accounts they test OK but
again no accounts are listed in Send/Receive progress.
I have checked the account via web mail and it is valid and there are emails
waiting to come down, with nothing too big and nothing with attachments.
I came out of Outlook, configured Outlook Express and down came the emails!
I have tried repairing the Office installation; I have removed Outlook as
part of the Office installation and re-installed.
Any ideas, please? Thanks.
