Not Sure Which Product to Buy

I am a construction project manager. Typically I am used to using the CM
software like Primavera or Prolog. However, I am working for a smaller
company now and 2500-3000 dollars per license gets expensive for alot of
ready made forms that I could create myself.
What I am looking for is software that will let me work in different
formats, ie word excel etc. I also need something that will track issue,
create logs of the individual types of reports or documents. For example, if
I create a report called submittal logs, every time i create a new
submittal/transmittal it will be assigned a number in order of creation. I
need to be able to select whether it is approved, open or closed, rejected,
and be able to generate one report that will list all the approved, all the
pending, all the rejected etc.
Basically, I want something that Primavera Expedtion or Prolog would do
without the expense of 3000 dollars per license. I hope you have enough
information to help me.

After reading the response, I noticed I was not vwery specific on the
question. Sorry about that.

My real question would be:

Would Microsoft Office Ultimate do all this for me?

I also need to able to remotely access items and issues so perhaps Office
Enterprise with "Groove" would be a better fit for me.

Office Ultimate does _not_ include MS Project.

already have that covered.
