Not working: Tentatively add event to calendar

I've just started a new job and am running the latest Entourage 2008 on
Leopard 10.5.4.

Returning to Entourage from Mail, I remember in Office 2004 invites would
auto-magically be tentatively added to the calendar with no need to
explicitly accept the invite when run against an Exchange server.

I have already read that the Help file for Entourage 2008 erroneously states
that this is still the case, but cannot imagine why this feature would be
removed, or why the default behavior would change. I have tried setting
this preference on/off with the same result.

Furthermore, this feature DOES WORK as advertised for other Entourage
'08/Leopard users in my group. I have gone so far as to create a new
identity, but the behavior persists.

Finally, it was suggested my our IT support that tentatively accepting
invites is a per-user setting on Exchange. Is this true?

Other Entourage users: are your invites automatically "tentatively added" to
your calendar?

Having to check mail and accept invites manually isn't how it should work, I
just want to look at my calendar to see what's next.

Any insights/suggestions/workarounds?

The Help page in Entourage 2008 is confusing and it's wrong.

My understanding is that no version of Entourage has ever tentatively
accepted appointments for an Exchange account. I don't recall Entourage
2004 ever doing this.

Entourage 2008 can tentatively accept for non-Exchange accounts. I don't
recall if Entourage 2004 could do this.

Exchange Server 2007 by default tentatively accepts invitations on
behalf of the receiver whereas Exchange Server 2003 does not.
