Notebook containing Excel and Word

Am working with Office 2003 and want to produce a monthly notebook (?)
containing reports that I can email. This notebook will contain Excel
worksheets and Word documents. Additionally, I want to add a cover page and
table of contents. What program is best to bring these items together for a
professional presentation? Thank you!
