Notification of arriving email without haveing Outlook 2007 runnin

I believe this used to be possible under one of the older versions. I am
hoping that I can be notified when a new email message arrives even without
Outlook 2007 being open. Is this possible?

No, it's not possible, nor was this possible with any earlier version of
Outlook. To get email notifications while Outlook is closed, you need a
third party helper:

A program does nothing if not loaded into memory. If you exit Outlook,
just how did you expect it to do anything? Closing its window is not
the same as exiting Outlook. Outlook MUST be running if it is to
provide you any notification of any sort. You could leave it running
but minimized to a tray icon - but Outlook is STILL running.

No, and it certainly never has been possible AFAIK...
