Nudge Settings

How can I change the amount of nudge for a text box or an image? I nudge up and it is too high. I nudge down and it is too low

Try this: go to View > Grid and Guides and turn off Snap objects to grid.
Is that better?

Just to double check, have you tried Ctl-Arrows? It allows for smaller
nudgeability.
